On 10 October 2013, the Official Journal published Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code (recast).
The new Union Customs Code (UCC) will enter into force on 30 October 2013 following its endorsement by the European Parliament on 20 September 2013. Articles listed in paragraph 1 of Article 288 shall apply from that date. However, articles other than those referred to in paragraph 1 shall apply as from 1 June 2016. The changes to the EU customs rules and procedures envisaged by the UCC are potentially far reaching. However these changes will not be rolled-out until the date set by the implementing provisions to the UCC which have yet to be adopted. It is expected that the UCC changes will be implemented in phases. Our European offices have prepared a Client Alert: The EU to Adopt Union Customs Code – Changes to be introduced from 2016 that discusses the main changes, including centralized clearance, self-assessment, guarantees, penalties, decisions relating to binding information (BTI and BOI) and Valuation. In addition, there is a discussion of the timetable involved as well as practical implications for economic operators. |
